Thousands of low-income families across the UK stand to lose vital heating assistance due to inconsistent support schemes, as fuel prices continue to climb sharply.

The Patchwork of Regional Support

Silver Voices, a campaign group for those over 60, highlights how delegating aid for Liquefied Petroleum Gas (LPG) and heating oil to devolved parliaments and English local authorities has created a fragmented system of grants and eligibility rules. These fuels power heating and hot water in roughly 6% of UK households.

The government launched a £50 million fund to counter the doubling or tripling of prices triggered by the Middle East conflict. However, local councils in England receive allocations but face no mandate to spend them solely on heating oil support. They set their own criteria and grant amounts, with many yet to establish programs.

Disparities Across Nations

Regional differences exacerbate the issue:

  • In Scotland, benefit recipients and vulnerable individuals in financial hardship qualify for a £300 subsidy.
  • Northern Ireland offers £100 vouchers to those on benefits or households earning under £30,000 annually.
  • Wales provides £200 payments to participants in the Council Tax Reduction Scheme.

Silver Voices warns that thousands in England will miss out due to these variations.

Calls for Urgent Reform

Dennis Reed, director of Silver Voices, stated: “Many pensioner and low-income households cannot afford the crazy prices to restock heating oil and LPG. We argued at the outset that the £50 million support fund was nowhere near sufficient to meet need, representing just £35 per household if the fund was distributed evenly to all families. But the shocking postcode lottery which is developing will leave many unable to afford hot water and heating and is turning the problem into a crisis.”

Reed urged the government to address the implementation issues, boost funding, and standardize eligibility and grant levels in England. The group notes that guidance for local authorities remains lengthy yet vague, offering scant direction on prioritizing heating oil aid, eligibility, or support amounts. Members report delays, with no successful applications confirmed to date.
