On “The Opinions,” the columnist Jamelle Bouie argues that the president is randomly blowing up boats within the Caribbean — what Bouie calls “felony homicide.”

What’s really taking place is the U.S. Navy, below orders from the president, is blowing up random boats within the Caribbean and saying: Oh, they’re terrorists. Which, in a broad scale — even below essentially the most expansive imaginative and prescient of the unitary government, Article II doesn’t grant the president the proper to make a unilateral designation that somebody is a terrorist, could be murdered by the state. That’s not an influence the president has. So I’ve even — I’m — sorry.
