On “The Opinions,” the columnist Jamelle Bouie argues that the president is randomly blowing up boats within the Caribbean — what Bouie calls “felony homicide.”

What’s really taking place is the U.S. Navy, below orders from the president, is blowing up random boats within the Caribbean and saying: Oh, they’re terrorists.
