To the editor: Secretary of the Navy John Phelan, in an announcement by way of his spokesperson, means that leasing parts of Camp Pendleton would “maximize worth and taxpayer {dollars} whereas sustaining mission readiness and safety” (“Camp Pendleton is an oasis from SoCal city sprawl. Feds now take into account unprecedented growth,” Sept. 28).
