The proposed rules mandate eyesight tests for drivers aged 70 and above as part of licence renewal. This initiative, currently under government review, aims to address gradual vision decline that may go unnoticed. Officials emphasize that visual acuity changes often develop slowly, underscoring the need for regular verification.

Advocacy for Raising the Age Threshold to 75

Representatives from Age UK advocate raising the mandatory testing age to 75, describing it as a more equitable measure. They argue the current proposal overlooks evolving demographics and vehicle safety advancements.

Caroline Abrahams, Charity Director at Age UK, highlights the responsibility older drivers take toward safety. She states: “When a previous Department of Transport supported Older Drivers Taskforce looked at these issues in detail, they also recommended a move away from self-certification, but they coupled it with a proposal to raise the age at which you have to renew your licence to age 75.”

Abrahams further explains the historical context: “They took this view on the basis of the evidence, pointing out that the age of 70 was chosen quite arbitrarily in 1971 when life expectancy was 68 for men and 72 for women. Both have of course since increased quite substantially and vehicles are also safer than they were all those years ago.”

She adds: “Age UK believes that requiring evidence from an eye test, together with raising the age at which this is required to age 75, would be a balanced, evidence-based approach, but to do the first without the second feels disproportionately negative so far as older drivers are concerned, the overwhelming majority of whom take very seriously their responsibility to be safe on the road.”

Consultation and Implementation Timeline

Under the current framework, drivers over 70 must provide proof of recent eyesight examinations to renew licences. The Department for Transport consultation on these reforms continues until 31 March 2026. Final decisions and potential rule implementations are expected shortly thereafter.

These changes reflect broader efforts to balance safety with inclusivity, as life expectancy rises and modern vehicles incorporate advanced safety features.
