A delegation from 50 women’s shelters and safe houses across Quebec gathers outside the National Assembly on Tuesday morning to urge stronger measures against conjugal violence. This protest follows a tripling of intimate partner violence reports over the past decade and the recent killing of another woman last week. The Regroupement des maisons pour femmes victimes de violence conjugale, which represents shelters in nearly every region of Quebec, plans to deliver a list of demands to lawmakers. The action addresses budgetary stagnation that endangers the health and safety of women facing domestic abuse. Organizers emphasize the campaign’s focus on fully protecting women and children.

The group seeks stable, recurring funding of $57 million over three years to ensure equitable support for all shelters and achieve pay equity. “We want the government to fully assume its responsibilities. Shelters are not a luxury; they are a safety net and an essential service for all women and girls,” the organization’s website states.

Ongoing Crisis in Shelters

Recent Quebec budgets for 2023, 2024, and 2025 have overlooked the critical needs of help centers and shelters. “Despite their vital role and human and social impact, the government lags in recognizing their true value,” the group notes. “The demand for help is exploding, and shelters no longer have the capacity to respond.”

Protest Details and Symbolism

The demonstration features a silent rally with silhouettes representing women and children affected by conjugal violence. Scheduled for 11:30 a.m. in front of the National Assembly in Quebec City, the event includes presenting demands to representatives from various political parties.
