Justice Division fees 4 males in U.S. in scheme to export AI chips to China

Two Chinese language nationals and two People have been arrested for allegedly illegally exporting cutting-edge Nvidia chips with synthetic intelligence functions to China, the Justice Division stated Thursday.

The 2 Chinese language nationals are Cham Li, 38, residing in California, and Jing Chen, 45, who’s on an F-1 nonimmigrant scholar visa and resides in Tampa, Florida, the division stated. The 2 People are Hon Ning Ho, 34, who resides in Florida, and Brian Curtis Raymond, 46, who resides in Alabama. The 4 males are charged with conspiring to violate the Export Management Reform Act and cash laundering. It wasn’t instantly clear if that they had attorneys who may converse on their behalf. 

Justice Division officers allege that the 4 conspired to illegally export superior Nvidia graphics processing items, or GPUs, to China by Malaysia and Thailand.

The defendants engaged in a “deliberate and misleading effort to transship managed Nvidia GPUs to China by falsifying paperwork, creating pretend contracts, and deceptive U.S. authorities,” Assistant Legal professional Normal John Eisenberg stated in an announcement. 

They allegedly obtained practically $4 million from China to assist finance the export scheme, the division stated.

Some 400 Nvidia A100 GPUs had been exported to China between October 2024 and January 2025 in two shipments, the division stated, and two different shipments had been “disrupted by regulation enforcement and subsequently not accomplished.”

The Justice Division stated that regardless of realizing licenses had been required to export the objects to China, not one of the defendants sought or obtained a license for any of the exports. 

The Justice Division stated China is looking for cutting-edge U.S. know-how to additional its aim of changing into the world chief in AI by 2030.

Violations of the Export Management Reform Act and cash laundering are every punishable by as much as 20 years in jail, if there is a conviction. 

Nvidia reported earnings of $31.9 billion on file income of $57 billion for the third quarter this week.
